If they confirm they registered and provided a copy of the email they received, kindly escalate to the Administrators. Otherwise, kindly ask them to attempt registering again.

Unfortunately, I was unable to locate an account for you in the GSA Learning Academy at this time.
Kindly visit https://gsa.csodfed.com and click on the 'New User?' blue hyperlink within the GSA Learning Academy white box. This should take you to a registration page where you'll need to enter your Government-issued email address and other information.
Once you submit your registration, kindly allow up to 7 business days for your account to be approved. However, it usually takes less time.
If you have already registered for an account, could you please confirm the following?
1. When did you register?
2. Have you received any email regarding your account registration and approval/denial? Would you be able to copy/paste the contents of that email in chat?
3. What was the last step you remember taking?
